Florence Couple Arrested On Criminal Abuse Charge

Boone County Sheriff's deputies say the couple young child was living in deplorable conditions.

(Florence, Ky.) - A Florence couple has been arrested on criminal abuse charges. 

Troy Caseltine, 44, and Susan Caseltine, 40, were taken into custody on Monday and charged with one count of Criminal Abuse 1st Degree (Class C Felony). 

On May 10, Boone County Sheriff's deputies assisted the Cabinet for Health and Family Services at a home on the 1300 block of Ashford Drive in response to a report of abuse and neglect. 

Upon arriving at the scene, authorities allegedly located a young child physically locked in a bedroom and living in deplorable conditions. The child was immediately removed from the home. 

According to the Boone County Sheriff's Office, the child was locked into the bedroom for approximately 15 hours per day. Inside the bedroom was human feces, a potty-training mat, single foam mat where the victim slept, holes in the wall, and trash and food on the floor. 

The alleged mistreatment occurred between December 2018 to May of 2021, according to the arrest warrant provided by the Boone County Sheriff's Office. 

The Caseltine's stated that the child remained locked in the bedroom to prevent any distractions while their other children attended school virtually. 

Following their arrest, CHFS removed the Caseltine's remaining children and placed them safely with a foster family. 

The Caseltine's are held in Boone County Jail on $500,000 cash bond.
