City of Greendale Names New City Manager

“As a Certified Municipal Official, having served in municipal government for 13 years now, public service, municipal government and community activism have long been a passion of mine. I am greatly honored by the opportunity to serve as the next City Manager for the City of Greendale, effective March 1st, 2024.

As City Manager, I look forward to working with Mayor Vince Karsteter, City Council, and city officials to facilitate effective municipal management, operations, economic development and quality of life & place initiatives for the city residents and local businesses on behalf of the City of Greendale.

My ultimate goal will be to help ensure a smooth transition for the cities of Lawrenceburg and Greendale. Talented Mayors including Mayor Donnie Hastings and Mayor Kelly Mollaun along with elected and municipal officials, public safety, operations, and department heads including staff that I have had the pleasure to work with were some of the hardest working, experienced municipal professionals in southeastern Indiana. The City of Greendale, as part of my municipal family, has been a part of these connections we have built that have stood strong over the years. Together, we have accomplished quite a lot and will continue to do so.

I want to thank Mayor Karsteter, City Council, and city officials for their support as we move with a “Forward Focus” commitment together to benefit the City of Greendale.”

Guinevere Banschbach’s background and municipal career experience includes alumni of the University of Cincinnati, American Airlines Flight Academy, and the Indiana League of Municipal Clerk Treasurers – Institute. Clerk Treasurer of the Town of Moores Hill, Real Estate Broker, Dearborn County Probation Department, Finance Clerk & Community Service Coordinator for SE. Indiana Community Corrections (SERCC), City Manager for the City of Aurora, past President of the Indiana Municipal Management Association (IMMA), Communications Director for the City of Lawrenceburg, AIM Certified Municipal Official (CMO) thru the AIM Municipal Management Institute (MMI), AIM Endorsed Programs Chairman, Aurora Garden Club, SDRSD Board Member, SIRPC Board member, Advisor to CASA, CARE Executive Steering Committee & SE IN. United Way Action Council. As past Clerk Treasurer facilitated the financing of the new Wastewater Treatment Plant in Moores Hill. Emergency Response Team – 2018 Aurora Flood, Homeless Task Force, Communications Active Shooter Joint Readiness Training. Past awards include past Dearborn County Woman of Distinction, AIM Community Placemaking Award Facade Improvement Matching Grant Program – City of Aurora, INDOT Community Crossings Awards – City of Aurora, FHWA & OKI Awards Market Street Reconstruction – City of Aurora, AIM Community Placemaking Award Lawrenceburg Civic Park – City of Lawrenceburg, International Downtown Design Achievement (IDDA) Award - Lawrenceburg Civic Park, Public Health Emergency Small Business Grants – City of Lawrenceburg, SEI READI Awards – South Dearborn Regional Sewer District and Liberty Theater Renovation, IDDC SEIMA Mural Grant & IDDC Placemaking Grant – City of Lawrenceburg. Over $17 million pursued, developed, awarded and/or managed in local, state, and federal grants/projects regionally.

In addition to her public service experience, Guinevere assisted with the development of the Moores Hill Veterans Memorial Park & Gabbard Riverfront Park, the River Cities Bike Share Program, as well as, advised on the Lawrenceburg Riverfront Development Project design, Lawrenceburg Community Center remodel, Lawrenceburg Civic Park Pavilion and master parks signage project. Participated in mural financing and committee design for several expansive murals in Aurora, Lawrenceburg and at the St. Elizabeth Dearborn Cancer Center. In her role as Communications Director, Guinevere implemented Reach Alert, the 2nd highest community alerts and communications system in the state, directed tourism, marketing, commercials and assisted with producing community events such as the State of the City Address, Lawrenceburg Annual Picnic, Tastes of Summer, Whiskey City Challenge, Whiskey City Summer Fest, Lawrenceburg Fall Music Fest and the Mayors Reception and Christmas Tree Lighting events.

Guinevere enjoys restoring historic properties with her husband, antiquing, boating, and spending time with their growing family, grandchildren, and dogs.
